What QuickBooks can do
If you're on QuickBooks Desktop Payroll, there's a real certified payroll feature. You can set up prevailing wage items and run a report that maps to the federal WH-347. For a contractor doing a straightforward, federal-only job with one or two classifications, that can be enough to get the weekly form out the door.
Worth knowing: the U.S. Department of Labor updated the WH-347 in 2025 with new fields and calculations, which changed how the report runs and looks in QuickBooks — so if your version feels different than it used to, that's why.
Where QuickBooks hits a wall
1. QuickBooks Online barely does it
Certified payroll has long been a Desktop-only strength. The absence of native certified payroll in QuickBooks Online is a big reason construction businesses stayed on Desktop. If you're on QBO, you're usually pushed toward a third-party integration to produce Davis-Bacon reports at all.
2. No state forms — at all
This is the big one. QuickBooks targets the federal WH-347. It does not generate California's DIR eCPR filing, New York's electronic filing, the NJ Wage Hub, or Illinois's monthly transcript — and it doesn't e-file to any of those state portals. With 36 states running their own prevailing wage laws, that's most public works jobs.
3. Fringe and multi-classification get messy
Workers who split time across classifications, fringe benefit credits, cash-in-lieu, and apprentice ratios are exactly the cases where a general payroll tool struggles. These are the calculations that, done wrong, turn into per-worker-per-day penalties.
4. You still fill out and file the form
Even at its best, QuickBooks hands you a report. Mapping it to the form correctly, signing the Statement of Compliance, hitting the deadline, and (in most states) e-filing to a portal is still on you.
